Will underground power increase property prices in North Perth?

In news for prospective buyers of real estate, and existing homeowners in North Perth, Mt Hawthorn, West Perth, and Leederville, new work is coming to install underground power. The City of Vincent announced last Friday, 16th December, that it is working together with the State Government and Western Power to install unground power to more than 10,000 properties by the end of 2028. The work is a part of the Network Renewal Undergrounding Program Pilot. As noted in a previous article on Hilton Property Prices, similar works have been thought to have a positive impact on property prices, almost certainly once the works are complete. Whilst it can be difficult to determine exactly how property prices are affected by infrastructural work there are a number of factors that have a positive impact. According to Western Power Some of these factors include: improved public safety fewer disruptions from storm damage a more aesthetically pleasing street scape reduced tree pruning, and therefore larger trees reduced maintenance and operating costs improved opportunities for emerging technologies On the City of Vincent website Mayor Emma Cole mentioned, “We are excited to bring underground power benefits to Vincent,” “This is the most affordable option for underground power that has been offered to the City and property owners. “Our dream of flourishing tree canopies is being brought to life thanks to this once-in-a-generation opportunity. “Through the ongoing underground power rollout throughout Vincent, streetlights will be replaced with bright energy-efficient LED lights so that our community can safely walk and exercise in their neighbourhoods in the evenings.” Four stages of underground power roll out. Following the signing of a Memorandum of Understanding with Western Power in May 2022 a commitment was made to commence work in areas where ageing power lines presented a greater risk. Phase 1 is targeting North Perth/Mount Lawley, North Perth/Mount Hawthorn and Perth/Highgate. A rolling fund has been established in the 2022-23 budget that contains a 7.3% rate rise to assist with current and future projects In July 2022 Western Power committed to five more underground power projects in Perth, Highgate, Mount Hawthorn, North Perth, Leederville and West Perth as part of the future NRUP. Primary equipment sites have been selected for the installation of electrical infrastructure including mounted transformers and other equipment for distributing electricity. Hilton underground power lines increase property prices?

Works are currently underway for more than 500 homeowners across Hilton to have their power connected to underground power and old street poles replaced with LED street lights. Western Power had identified that the old street poles and overhead wires were of a significant age and risk profile. The works are expected to be completed by the end of 2022.  When first announced back in October 2020 the total cost of the project was forecast at $8.5 million with Western Power paying $7.4 million and the City of Fremantle paying the remaining $1.1 million, proposing to recoup the costs with a levy in 2022-2023 rates notices. The levy can be paid off over seven years and discounts for some concession card holders apply. What are the pros and cons for homeowners? The Cons Naturally the installation of the underground power cables will cause some disruptions, including to traffic in the local area. It may also impact those seeking to sell their Hilton properties in 2022. The rates levy is another consideration as the City of Fremantle passes costs on to homeowners.  The Pros Once completed the street scapes will be less cluttered with power lines no longer visible and new, modern street poles with LED lights will be in place. Perth properties selling the fastest they have in 15 years!

Property prices across Australia increased at their fastest rate in 30 years over March, while Perth house values have risen tens of thousands of dollars since January. Over the first three months of the year, Perth’s dwelling prices rose 5 per cent to an average median value of $505,850, CoreLogic data shows. Property prices nationally increased 2.8 per cent in March, with Sydney up 3.7 per cent over the month and Melbourne jumping 2.4 per cent, while Perth was up 1.8 per cent. For the first time in a year, growth in capital city housing values outpaced regional markets. “Housing values in regional areas are 11.4 per cent higher over the past year, demonstrating the earlier stronger growth trend,” CoreLogic research director Tim Lawless said. “Capital city values are now 4.8 per cent higher on an annual basis, with the acceleration in growth evident in March.” In WA, property prices rose 1.8 per cent in Perth and 1.7 per cent in regional WA throughout March. Housing market strength was being supported by a disconnect between demand and supply. “The ratio of sales to new listings is tracking at around 1.1, implying for every new listing added to the market, 1.1 homes are sold,” Mr Lawless said. “Such a rapid rate of absorption is keeping overall inventory levels low and adding to a sense of FOMO amongst buyers.” The top end of the housing market was leading acceleration in the rate of capital gains. “Across the combined capitals, the upper quartile of the market recorded a 3.7 per cent lift in values in March, while the lower quartile was up less than half this rate, at 1.6 per cent,” Mr Lawless said. The buoyant outlook for Perth was backed by the latest REIWA data for March that showed properties sold the fastest they had in 15 years. The average time to sell a property in Perth during March was 17 days, the lowest it has been since 2006. “The turnaround we are witnessing in the Perth property market is quite remarkable,” REIWA president Damian Collins said. It is a seller’s market at the moment and buyers are facing a lot of competition to secure a property, which is reflected in how quickly we are seeing properties sell.” While there were still 4000 fewer listings for sale than in March 2020, Perth property owners had recognised the excellent opportunity to sell their home quickly and at a competitive price.
